I always wondered why I saw some of the time attacks pause the screen before the killing the boss.

You are probably right.  

I tried ST2 hard with Joe last night...boss takes forever.  [s:264]

Maybe do Joe chapter on Normal? I do not think anyone has done that before....

For charge attack.

Pressing the square button on pause menu could quit the menu.So if you have power,you can use charge attack immediately.For example,my St3 boss.(Btw,the square button corresponds to slash in default status.)
